| Background Information |
| Since the establishment of Nava Nakorn Industrial Estate Pathumthani until today, the water used in general consumption and industrial production process within Nava Nakorn comes from two sources which are underground water from underground water-well located in Nava Nakorn and water from Provincial Waterworks Authority(PWA). |
In accordance with government policy commencing by the Department of Groundwater Resources and announced by Department of Mineral Resources relating to the cabinet consent on December 30, 2003 stated the cancellation of groundwater usage within the Nava Nakorn as the estate located in the groundwater crisis area. |
Thus, it was necessary for Nava Nakorn to explore alternative source of industrial water to compensate the cancellation of groundwater usage. By initiating “Industrial Water Supply Project,” Nava Nakorn will utilize the water from Chao Phaya River as raw water source, which will be delivered through HDPE pipeline to be processed at the 39 rais industrial water plant located in Nava Nakorn Industrial Estate Pathumthani before being distributed to factories and plants. |

| From thorough feasibility study found that Industrial Water Supply Project must be implementing with the most suitable location for raw water pumping station at Wat Song Pi Nong located on the bank of Chao Phaya River, Sam Koke district, Pathumthani. From the station, raw water is pumped and delivered through the 8 km. 900 mm. HDPE pipeline via 3309 highway, Koke Ta Kiew Canal, 347 highway, and pipe jacking through Premprachaklorn Canal into the industrial water production plant located in Nava Nakorn Pathumthani. |

Industrial Water Supply Project not only aimed to utilize water from Chao Phaya River as alternative source of industrial water supply as an attempt to help reducing environmental problems in according to government guideline; it’s a significant step towards better utility system of Nava Nakorn Industrial Estate to be able to supply an increasing demand of industrial water used in production plants.

Nava Nakorn started the construction of industrial water production system through careful consideration of contractors’ expertise and price offers and finally agreed to sign contracts with Focus Hydrotek Consortium, S.Napa (Thailand) Co., Ltd., and PMS Construction Limited Partnership; with Thai DCI Co., Ltd. as engineering consultant to oversee the construction process and all structural design approval of Nava Nakorn Industrial Water Production Plant Pathumthani. The construction work divides into 4 parts:

1. Design drawings and construction of industrial water production system (capacity 45,000 m³/day) Contractor: S.Napa (Thailand) Co., Ltd. Scope of work: - Office building, operator house and interior details. - Industrial water production system. - Electric system. - Laboratory and system testing process.

2. Design drawings and construction of raw water pumping station, clear well tank (capacity 20,000 m³). Contractor: Focus Hydrotek Consortium Group Scope of work: - Raw water pumping station. - 900 mm. HDPE 8 km. pipeline and Pipe jacking. - 20,000 m³ clear well tank. |
3. Design drawings and construction of raw water reservoir and rainwater draining system Contractor: PMS Construction Limited Partnership Scope of work: - 90,000 m³ raw water reservior. - Rainwater draining system. |
4. Design drawings and improvement construction of industrial water distributing pipeline. Contractor: S.Napa (Thailand) Co., Ltd |

The construction work has scheduled to be completed within 360 days started from January 16th, 2006 until January 10th, 2007. After the construction of industrial water production system is completed, S.Napa (Thailand) Co., Ltd. will conduct series of test running the production system along with staffs training to ensure that Nava Nakorn will have the most efficient and effective operating system and qualified staffs to manage the industrial water production plant as the plant will start distributing industrial water at the most efficient capacity in July 2007.

Currently, the construction proceeds as planed with some delays caused by this year unexpected extreme weather condition of excessive rain and flooding in certain areas of construction sights. Nevertheless, all 3 contractors are increasing man hours and equipments as an attempt to complete their responsible tasks according to the project’s schedule. |
